State Administration of Cultural Relics: This year
Auther: Pubdate:2024-02-02
Beijing News (Reporter Ni Wei) On the evening of April 15, local time, a fire broke out in Notre Dame Cathedral in Paris, France. The spire collapsed and the building was badly damaged. The fire was brought under control in the early morning of the 16th. The head of the Paris Fire Brigade said that the main structure of the building survived, but two-thirds of the roof was destroyed.

Song Xinchao, deputy director of the State Administration of Cultural Relics, told Xinjing Daily today (April 16) during the media day for the renovation of the Great Wall in Arrow Button that this year, the State Administration of Cultural Relics will inspect key supervisory units in the fire safety inspection of museums and cultural relics buildings last year to ensure that rectification is in place and no hidden dangers are left.

Director of Beijing Bureau of Cultural Relics: I can feel the mood of my French counterparts.

Following the Brazilian National Expo fire last year, the Notre Dame Fire in Paris has once again given profound warning to cultural and cultural institutions and cultural workers around the world. Song Xinchao said that ancient buildings in China were mainly wooden structures. If there were fires, the destruction would be greater than that of brick and stone buildings abroad.

Song Xinchao said that since September last year, the State Administration of Cultural Relics, in conjunction with relevant departments, has carried out a number of rounds of major safety inspections, inspections and secret visits of cultural relics, and found and rectified a large number of potential fire hazards in cultural relics units. Inspections will continue this year.

"It's better to do it than not do it enough." He said that the protection of cultural relics security can not be based on the mentality of luck, and needs to be constantly strengthened.

Shu Xiaofeng, Director of Beijing Municipal Bureau of Cultural Relics, also expressed his concern about the Notre Dame fire in Paris today at the event of Media Day. "When I turned on my cell phone this morning, the first message I saw was that a fire broke out in Notre Dame de Paris, far away from France, causing heavy losses. As a cultural relic worker, I can experience the feelings of my French counterparts and feel the same.

More than 80,000 hidden fire hazards of cultural relics were detected in China after the Brazilian National Expo fire.

A similar tragedy has happened once last year. On September 2, last year, Brazil's National Museum suffered a serious fire, which resulted in the loss of more than 20 million collections, including important natural history, mineralogy, paleontology, archaeology, ethnography and literature collection.

In order to draw lessons from the fire accident in Brazil's National Museum, on September 13 last year, the Ministry of Emergency Management, the Ministry of Culture and Tourism and the State Administration of Cultural Relics jointly deployed a major fire safety inspection of museums and cultural relics. From September 19 to 29, the three departments formed 12 Joint Inspection Working Groups and sent them to 31 provinces for the first round of inspections.

According to statistics, from September to December last year, the three departments organized 18 working groups to carry out two rounds of supervision and research guidance. A total of 71389 museums and cultural relics buildings were inspected and 81 226 fire hazards and problems were found. By early 2019, the rectification rate had reached 90.9%.

In December last year, the State Administration of Cultural Relics issued the Notice on the Prevention and Control of Cultural Relics Fires in the Winter and Spring of 2018.

The circular requires all cultural relics and Museum units to conduct a comprehensive inspection and evaluation of their fire fighting facilities and equipment, and timely replace and upgrade old and damaged facilities and equipment. In particular, the notice points out that the hidden fire hazards such as electrical faults, the use of open fires, the storage of inflammable and explosive articles should be specially centralized, leaving no dead corners and future hazards.

Electrical failure has become the first hidden danger of fire protection for Chinese cultural relics

In recent years, electrical faults have been the main cause of fire accidents in cultural museum units in China.

Last September, the joint inspection team of the three departments randomly selected 145 museums and cultural relics construction units throughout the country. Electrical faults account for nearly 40% of the fire hazards and problems found in the first round of inspection.

At that time, the State Administration of Cultural Relics notified several provincial museums of potential fire hazards, all of which were in the area of electricity. For example, some of the electrical lines in Qinghai Museum were laid in disorder and no fire protection measures were taken. Some offices of the Museum of Xinjiang Uygur Autonomous Region illegally use hot water kettles and other high-power electrical appliances.

In January this year, the State Administration of Cultural Relics conducted random unannounced visits to the safety of cultural relics in some provinces and municipalities. The unannounced visits revealed that the hidden danger of electrical fire was still outstanding. For example, lamps and wiring are laid directly on wooden components of cultural relics buildings, high-power electrical appliances are used in cultural relics units, and even electric bicycles are charged simultaneously in ancient buildings units.

In February, the State Administration of Cultural Relics reported the fire safety situation of cultural relics nationwide in 2018. There were 12 fire accidents in cultural relics construction units in the whole year of last year.

According to Song Xinchao, in these fire accidents, the problem of electrical aging has become increasingly prominent, and the phenomenon of electrical aging, private construction and overload operation in cultural relics buildings is serious. The resulting accident rate has increased year by year, accounting for 50% last year.

The State Administration of Cultural Relics will formulate standards for the protection of electrical fires in cultural relics buildings.

Reporters noted that since the second half of last year, the competent departments of cultural relics in China have speeded up the frequency of reporting fire accidents and fire hazards in cultural relics units.

In February this year, the State Administration of Cultural Relics disclosed two fire accidents at cultural relics units in January, which occurred at Dongyue Temple of Yunyan Temple, Mianyang State Protection Unit, Sichuan Province, and Ou Buyue Bridge, Fujian Province.

Song Xinchao told reporters today that in the near future, the State Administration of Cultural Relics will report on the fires in cultural relics units that occurred in the first half of the year.

In view of the potential fire hazards caused by electrical problems, the competent cultural relics authorities will also take corresponding measures.

Song Xinchao introduced in February this year that this year, the State Administration of Cultural Relics will formulate standards for the protection of electrical fires in cultural relics buildings, carry out special renovation of hidden fire hazards, focus on the inspection of state and provincial protection units, and urge all localities to strengthen law enforcement inspection and safety inspection to prevent the occurrence of cultural relics fire accidents.

Last year, the State Administration of Cultural Relics, together with the Ministry of Industry and Information Technology and the Ministry of Science and Technology, jointly issued the "Cultural Relics"
